Heritage Foundation's president invoked Ceuta as an "invasion" at a conservative forum in Chile, months after Spain denied the US use of its bases during the Iran war and Trump threatened to cut off trade.

Heritage Foundation president Kevin Roberts devoted a significant portion of his address at the Madrid Forum's regional meeting in Santiago, Chile on September 3 to Spain's Ceuta migrant crisis, calling it a "physical attack" and an "invasion" -- delivered the same day Spanish Prime Minister Pedro Sánchez was summoned by Congress to testify on the crisis. The Ceuta crisis began in late July when over 70,000 migrants crossed from Morocco into Spain's North African enclave in a matter of days. Protests drew tens of thousands across Spain on September 2, with demonstrators blaming Sánchez's government for its handling of the crisis; some clashes with police involved tear gas and rubber bullets. Sánchez has stated Spanish intelligence found no evidence Moroccan authorities participated in organizing the crossings. The American conservative movement's interest in Ceuta specifically traces back to a separate rupture: after the US and Israel launched strikes on Iran on February 28, Sánchez's government publicly condemned the operation and denied Washington use of the jointly operated Rota and Morón military bases, arguing the campaign fell outside Spain's bilateral defense agreement with the US -- a denial that forced roughly fifteen US aircraft to relocate to bases in Germany and France. Spain went further on March 30, closing its airspace entirely to US aircraft involved in the Iran campaign. Trump responded by threatening to cut off trade with Spain.
