Mali's Tuareg rebels seek Turkey as mediator, confirm direct talks with Russian forces

The Azawad Liberation Front discloses contacts with Russia's Africa Corps and calls for dialogue with Ankara, signaling strategic moves to navigate Mali's fractured conflict.

The Azawad Liberation Front (FLA), a Tuareg separatist group fighting Mali's military junta, has disclosed direct contacts with Russia's Africa Corps and appealed for dialogue with Turkey to help broker a political settlement. In an exclusive interview with Middle East Eye, FLA spokesperson Mohamed Elmaouloud Ramadane said the group wants engagement with Ankara, whose growing military and commercial presence has made it an important player in the country. The FLA is fighting alongside Jama'at Nusrat al-Islam wal-Muslimin (JNIM), an al-Qaeda-affiliated coalition, but the two groups have fundamentally different goals: the FLA seeks an autonomous Tuareg state in northeastern Mali called Azawad, while JNIM aims to overthrow the government. Ramadane stressed that the FLA's contacts with Russia's Africa Corps involve tactical discussions about movements and withdrawals rather than political negotiations. The FLA does not seek to replace the junta's Russian patron with a Turkish one, he said, but wants Turkey to engage with its political position directly, including at the presidential level. Turkey has positioned itself as a security partner across the Sahel after France and the U.S. withdrew, providing military training, drone technology, and hardware to Mali's junta. The FLA's outreach suggests the group recognizes Turkey's influence and may be maneuvering to prevent Ankara from fully backing only the junta as the conflict enters a new phase marked by rebel gains and continued pressure on the capital.

How could this affect you
Traced by who's actually in the path of this — not everyone is.
Likely
If you are monitoring shifts in foreign power alignment in the Sahel
The FLA's bid for Turkish engagement could create diplomatic space for a non-Russian, non-French external mediator in Mali's conflict, potentially shifting the leverage calculus away from the junta's sole reliance on Moscow.
Possible
If you are tracking regional security strategy in Africa
Turkey's receptiveness to FLA overtures could determine whether Ankara becomes a bridge-builder between the junta and rebels (earning it influence over any settlement) or a closer ally to the junta (limiting rebel political room).
Possible
If you are invested in Mali's mineral wealth and trade access
A political opening brokered by Turkey rather than Russia could alter which external actors gain privileged access to Mali's gold and resources, and whether northern Azawad remains under state or autonomous control.
