British Prime Minister Andy Burnham announced on August 24 that the UK will allow defense contractor MBDA to share classified information on British-made components of Storm Shadow cruise missiles with Ukraine. The decision, made during Burnham's first foreign trip as prime minister and timed to Ukraine's 35th Independence Day, could enable Ukraine to manufacture the weapons domestically. France had already agreed in July to provide blueprints for the SCALP-EG missile, the French variant of Storm Shadow, but Ukraine's ability to produce the weapon hinged on British approval to release details about UK components. Storm Shadow missiles have a range of approximately 150 miles and feature bunker-busting warheads capable of striking hardened military targets. The missiles rely on classified US targeting data to fly at low altitude, and it remains unclear whether Washington would approve such data for strikes using domestically-produced versions. Kremlin spokesman Dmitry Peskov condemned the move, saying Russia views it extremely negatively and that Russian forces are gathering data to identify potential production sites for the missiles and other military equipment in order to target them. Russia had withdrawn its ambassador from London in July, and tensions have escalated further with this announcement. Ukraine may face difficulties establishing complex production lines needed to manufacture the weapons, meaning production may not begin immediately.
