India Won't Finalize US Trade Deal Without Preferential Terms, Goyal Says

India's commerce minister has made tariff parity with competitors a precondition for concluding the bilateral trade agreement, citing recent shifts in America's tariff architecture.

Commerce and Industry Minister Piyush Goyal said Thursday that India will finalize the details of its Bilateral Trade Agreement (BTA) with the United States only after Washington offers preferential tariff terms compared with those available to the country's competitors. Speaking at a workshop on free trade agreements in New Delhi, Goyal stated the deal would be completed as soon as the US provides those terms. The announcement comes despite US Ambassador to India Sergio Gor saying the agreement is in its final stages and nearly complete in principle. The Indian position reflects turbulence in the tariff landscape. In February 2026, India and the US announced a framework for an Interim Agreement after negotiations that had endured steep reciprocal tariffs as high as 50%. The deal promised tariff reductions from 25% to 18% and elimination of an additional 25% penalty tied to India's Russian oil purchases. However, subsequent US tariff actions have altered the negotiating environment. In late July 2026, Washington imposed a 10% tariff on Indian imports under Section 301, citing forced-labor enforcement concerns—lower than the initially proposed 12.5%, but now layering atop India's Most-Favoured-Nation rates. Goyal will visit the US in late September to attend the G-20 Trade Ministerial in Milwaukee and hold bilateral talks with US Trade Representative Jamieson Greer, where these tariff issues are expected to feature prominently. Both sides have already negotiated substantial ground on market access, digital trade, supply chain resilience, and non-tariff barriers. The issue now centers on whether the final deal will ensure Indian exporters receive tariff treatment that is genuinely preferential relative to other major trading partners.

How could this affect you
Traced by who's actually in the path of this — not everyone is.
Likely
Indian exporters to the US
If India does not secure preferential tariff terms in the final BTA, Indian goods could face the same or less favorable tariff treatment as competitors like Vietnam, Bangladesh, or EU exporters, reducing price competitiveness in labor-intensive sectors like textiles and apparel.
Likely
US businesses sourcing from India
Failure to conclude a preferential deal could leave Indian imports subject to layered tariffs (Section 301 at 10% plus MFN rates), raising import costs compared to scenarios where an FTA removes or suspends these duties for Indian partners.
Possible
US-India bilateral trade volumes
A prolonged delay in finalizing the BTA could extend the period during which tariffs constrain bilateral commerce. Conversely, a deal without true preferences could fail to unlock the stated $500 billion bilateral trade target by 2030.
