Ecuador's President Courts Beijing While Maintaining Security Alliance with Washington

Daniel Noboa completed a weeklong state visit to China seeking investment and trade deals, even as his government deepens military ties with the Trump administration.

Ecuadorian President Daniel Noboa concluded an eight-day state visit to China on August 23, his second trip to the country since taking office. During meetings with President Xi Jinping and Premier Li Qiang, Noboa signed agreements on renewable energy, digital economy cooperation, and closer free trade implementation. Ecuador is seeking to lift suspensions on shrimp processors and secure fresh Chinese investment in energy and mining sectors. The visit comes as Ecuador advances participation in the Belt and Road Initiative, which it joined in 2018. Bilateral trade between the two countries reached $17.33 billion in 2025, up 24 percent year-on-year, and climbed another 20 percent in the first half of 2026. Ecuador anticipates $764 million in disbursements from Chinese development banks this year tied to specific investment projects. The engagement with Beijing unfolds against a backdrop of close security cooperation with Washington. Noboa has aligned Ecuador more closely with the United States than any recent president, hosting joint counter-narcotics operations with US special forces that began in March. A reciprocal trade framework with the US was signed in March but remains before Ecuador's Constitutional Court. The Trump administration has described Noboa as a top ally in Latin America.

How could this affect you
Traced by who's actually in the path of this β€” not everyone is.
Likely
If you export agricultural products to China from Ecuador
The free trade agreement implementation and diplomatic engagement could accelerate tariff reductions and market access, particularly for shrimp exports where China recently lifted some suspensions but six facilities remain restricted.
Likely
If you monitor Latin American geopolitical alignment
Ecuador is demonstrating that a country can simultaneously deepen security cooperation with Washington and economic ties with Beijing without forcing a binary choice, potentially setting a template other regional governments could follow.
Possible
If you invest in Ecuadorian mining or infrastructure
Chinese development bank disbursements of $764 million anticipated in 2026 could unlock new project financing, though final terms have not been made public and past projects like the Coca Codo Sinclair dam have been contentious.
